Values:

enumerator None

Shutdown has not committed.

enumerator StopRequested

Unconditional host/tick stop.

enumerator WindowClose

Native close forced shutdown without negotiation.

enumerator Failure

Runtime execution failed.

enumerator AcceptedRequest

An ordinary host/native-close request was accepted.
