Owned named logger with the LogHandle lifecycle and operation contracts.

Template Parameters:

name – Category filename component with static character storage; normal construction owns independent backend state. Keep an application ProcessLifetime until every caller and final closure finishes.

Construct an independently owned named log using LogHandle’s validated opening path.
